this is a slap on the wrist. The NHL fined the New Jersey Devils were fined $3 million for their role in signing Ilya Kovalchuk to the now-infamous 17-year contract (half of which was rebated). On the other hand, the Arizona Coyotes were stripped of their 1st and 2nd round picks for testing players outside a combine. Then, for a much more serious social issue, the Chicago Blackhawks are fined peanuts. Why?
